Assessment

Schedule 1 only exempts a retaining wall up to 1.5m high where it does not carry a surcharge. This 1.5m wall along the northern boundary carries surcharge from the adjacent driveway and the corner of the dwelling foundation, so it falls outside the Schedule 1 exemption and needs consent and specific engineering design. The documentation shows it as a standard timber crib detail with no calculations, geotechnical report or PS1 — structural adequacy of the wall is therefore not demonstrated.

Because it carries a surcharge, the wall is no longer exempt building work under Schedule 1 of the Building Act and requires a building consent with specific engineering design. Engage a CPEng structural/geotechnical engineer to design the wall for the driveway and building surcharge loads and provide a PS1 and design features report — it cannot be assessed from the architectural set.
